Gaskiya da Gaskiya (11): Idan Bera da Sata…(1)

Idan shugabbanninmu na da laifi wajen lalacewar kasarmu kamar yadda muke yawaita fadi, to, a daya bangaren, mu ma muna da namu laifin. Dole ne kowa ya gyara.

Malaman ilimin zamantakewa da shugabanci a al’umma (Social Theorists) na da wata ka’ida guda daya da a harshen turanci suke kira “The Social Contract.”  Wannan ka’ida ta kasa al’umma ne gida biyu; da masu mulki ko masu rike da madafun iko a cikin al’umma a bangare daya, da kuma sauran talakawa ya-ku-bayi, a daya bangaren.

A karkashin wannan tsari ana son shugaba ya zama mai adalci, mai rikon amana wajen kiyaye hakkokin talakawansa, tare da samar da mahallin rayuwa mai cike da aminci da kwanciyar hankali, wanda a karkashinsa kowane talaka zai nemi abinci da abin sha, yayi sauran tasarrufinsa na rayuwa ba tare da matsala ba.

A nasu bangare su kuma, tsarin na bukatar talakawa su zama masu bin doka, masu biyayya ga hukuma, masu baiwa shugaba hakkinsa wajen kyautata alaka a tsakaninsu, da kiyaye kadarorin hukuma (kada su sace ko salwantar dasu ta hanyar lalata su).  Idan aka samu kowane bangare ya rike aikinsa da kyau, inji masu tallata wannan tsari na “Social Contract,” al’umma za ta zauna lafiya, babu matsala.  Amma muddin daya bangare ne kawai ke aikinsa, ko kuma kowane bangare yayi shakulatin bangaro da aikinsa, to, babu yadda za ayi rayuwa ta inganta.  Kasa ko al’umma za ta zama a warwatse, a lalace, a susuce; a rasa zaman lafiya da kwanciyar hankali gaba daya.

Duk da cewa wannan tsari ne da a halin yanzu duniya ke tinkaho dashi, da yawa cikin musulmi basu san cewa tuni Allah ya samar da ka’idar zamantakewar da tafi wannan kayatarwa ba a cikin Al-Kur’ani mai girma.  Wannan ka’ida kuwa tana dauke ne cikin wasu ayoyi guda biyu masu bin juna a cikin Suratun Nisaa’i.  Ayar farko inda Allah madaukakin sarki ke cewa:

“Lalle Allah yana umartanku da ku mayar da amanoni zuwa ga ma’abotansu, kuma idan kun tashi yin hukunci a tsakanin mutane, to, ku yi hukunci na adalci…” (Nisaa’i: 58)

Malamai suka ce duk da gamewar ma’anar wannan aya kan kowane musulmi, amma karfinta ya fi tasiri daga bangaren shugabanni.  Aya ta biyu ita ce wacce ke biye mata, inda Allah ke cewa:

“Ya ku wadanda suka yi imani! Ku yi biyayya ga Allah kuma ku yi biyayya ga Manzon Allah (SAW) da ma’abota umarni daga cikinku…”  (Nisaa’i: 59)

Wannan aya ita ma, duk da gamewar ma’anarta kan kowane musulmi, Malaman tafsiri suka ce ta fi karfi kan mabiya a karkashin shugabanci shugaba.  Wadannan ayoyi guda biyu ba wai sun raba aikin bane, a a, suna da gamewa, amma ta farko tasirinta ya fi karfi kan shugabanni, kamar yadda kuma ta biyu tasirinta yafi karfi a bangaren mabiya; talakawa.

Da wannan ka’ida ta Kur’ani mai girma za mu yi gejin halin da muke ciki a yau a Najeriya; me yasa matsaloli suka mamaye mu? Me yasa shugabanninmu suka zama kamar wasu halittu ne daban ba mutane irinmu ba, wajen rashin adalci, da cuta, da almundahana, da sata?  Me yasa ruwan sama ke mana karanci sama da karancin da yayi a shekarar da ta gabace ta (musamman a Arewacin kasar)?  Me yasa zabe ya zama suna kawai; kun zaba ko baku zaba ba, wanda ake so ake dorawa?  Me yasa zaman lafiya a kasarmu ya zama tarihi, ko yake kokarin zama tarihi?  Me yasa duk shekara al’amura ke kara tabarbarewa ma gaba daya a kasar?

Jama’a, mu dan yi nazari kafin in dawo!
