Masu Ruwa da Tsaki a Tsarin “Cashless”

Wannan tsari na “Cashless” dai an tsara shi ne mataki-mataki.  Akwai ɓangarori daban-daban da kuma matsayi ko aikin da kowane ɓangare ya keɓanta dashi.  Bayan Babban Bankin Ƙasa, wato CBN, akwai ɓangarori da dama da basu danganci gwamnati ba.  Waɗannan ɓangarori kowanne da irin rawar da zai taka wajen tabbatar da wannan tsari.  Komai na taskance ne ƙarƙashin kulawar CBN.  Masu ruwa da tsaki muhimmai dai sun haɗa da:

Bankin CBN

Wannan shi ne babban bankin ƙasa, wanda dukkan tsare-tsaren hada-hadar kuɗaɗe na banki ke ƙarƙashinsa.  Matsayin babban banki wajen aiwatar da wannan tsari dai yana da yawa.  Na farko, shi ne ya samar da tsarin, ta haɗin gwiwa da sauran bankunan kasuwanci.  Na biyu, shi ne ya samar da dokoki da tsare-tsaren da za su gudana  ƙarƙashin wannan tsari na “Cashless”.  Na uku, shi ne ke rajistan dukkan masu ruwa da tsari a tsarin, tare da basu lasisi don tabbatar da ingancin aikinsu, kuma tare da ladabtar dasu idan sun saɓa doka.  Na huɗu, shi ne samar da asalin titin dake haɗa bankunan kasuwanci da sauran masu ruwa da tsaki a tsarin, wajen aikawa da karɓan kuɗaɗe.  Na biyar, bankin CBN ne ke ƙayyade tsarin ma’amala tsakanin bankuna da sauran masu ruwa da tsaki a tsarin a ɓangare ɗaya, da kuma jama’an ƙasa dake da rajista ko aiwatar da hada-hadar kuɗi ta kafafensu.

Babban bankin Najeriya, wato CBN, ya fitar da dokar da ta baiwa bankunan kasuwanci da kamfanonin hada-hadar kuɗaɗe damar aiwatar da abin da ya kira: “Agent Banking”, ko kace: “Tsarin Wakilcin Banki”.  Wannan tsari, wanda ya samar dashi a shekarar 2015,  ya baiwa bankunan kasuwanci ne damar samar da wakilai masu taimaka musu wajen aiwatar da wasu daga cikin ayyukansu.  Maimakon kaje banki ko inda na’urar ATM ɗin bankinka take don cirewa ko sa kuɗi a asusunka na banki, kana iya tsayawa wajen waɗannan wakilai ka aiwatar da hada-hadar ba tare da matsala ba.  Waɗnnan wakilai dai dokar CBN ta kira da suna: “Super Agents”.  Bayan rajista da ake musu, ana basu na’urar POS ne, don amfani da katin ATM ɗin masu buƙata wajen cirewa ko sanya kuɗaɗe a asusunsu ko wasunsu.  Bayan bankunan da aka basu wannan dama, ‘yan kasuwa ma na iya zuwa suyi rajista don mallakar wannan na’ura ta POS.  Daman a galibin ƙasashen da suka ci gaba, da wannan na’ura ake aiwatar da cinikayya.  Duk shagunan sayar da kayayyaki idan kaje, ko asibitoci misali, za ka samu suna da wannan na’ura.  Da zarar ka tashi biyan kuɗi sai kawai a karɓi katinka na ATM a tsofa a ciki a cire kuɗin ba tare da wata matsala ba.

Ƙarƙashin tsarin “Cashless”, bankin CBN ya samar da wannan tsari ne don rage yawan cunkoso a bankuna, da sawwaƙe hanyoyin cinikayya, da kuma bai wa mutane damar cirar kuɗaɗe cikin sauƙi.  A ɗaya ɓangaren kuma, tsarin ya ba da damar samun ayyukan yi ga masu wannan sana’a.  Domin akwai caji da bankin CBN ya ƙayyade wanda masu na’urar POS ke cira a duk sadda suka baka damar aikawa ko cire kuɗi daga taskarka ta amfani da wannan tsari.  Domin su jami’an bankuna ne, ba wai sana’ar canjin kuɗi suke yi ba, saɓanin yadda wasu suka fahimta.  Domin cajin da suke karɓa daga wajenka na hidimar da banki ya maka ne ta hanyarsu, wanda ya ƙunshi sauƙaƙe maka tafiyar da za ka yi zuwa banki ko inda na’urar ATM take, ko baka damar cirar kuɗi a ranaku da lokutan da bankuna ba su buɗewa, irin su Asabar da Lahadi ko bayan ƙarfe 6 na yamma zuwa wayewar gari.  A halin yanzu ana da na’urar POS guda 900,000 a Najeriya.

Samar da wannan tsarin wakilci ga bankunan kasuwanci da wasu kamfanonin hada-hadar kuɗaɗe – irin su Moniepoint da sauransu – na cikin matakan aiwatar da tsarin “Cashless” a Najeriya.

Kamfanonin Hada-Hadar Kuɗi ta Wayar Salula

Daga cikin masu ruwa da tsaki wajen tafiyar da tsarin “Cashless” a Najeriya akwai kamfanonin hada-hadar kuɗaɗe ta wayar salula.  Waɗannan su ake kira: “Mobile Payment Service Providers”.  Daga cikin su akwai irin su Teasy Mobile, da MTN Momo wanda mallakin kamfanin MTN ne a Najeriya.  Ta amfani da waɗannan hanyoyi kana iya aikawa da karɓar kuɗi a taskarka da ka buɗe dasu kai tsaye.  A tsarin MTN Momo ma har basuka suna baiwa mutane.  Ƙarƙashin wannan tsari na hada-hadar kuɗaɗe, ana amfani da tsarin USSD ne, wato lambobi da ake shigar ma waya don aiwatar hada-hadar kuɗi kai tsaye, ba wai da manhajar wayar salula suke amfani ba.  Shi yasa, ko da ƙaramar waya kana iya yin rajista, ko da a ƙauye ne kuma.  Muddin akwai yanayin sadarwar wayar salula a wajen, ba matsala.  Waɗannan kamfanoni suna samun lasisin hakan ne daga bankin CBN.

Samar da wannan tsari ta amfani da kamfanonin hada-hadar kuɗi ta wayar salula, wato: “Mobile Payments Service Providers”, na cikin matakan aiwatar da tsarin “Cashless” a Najeriya.
