Hanyoyin Aiwatar da Tsarin "Cashless"

A ɗaya ɓangaren kuma, an yi ta yunƙurin samar da hanyoyin shigar da ‘yan Najeriya cikin tsarin banki da hada-hadar kuɗi, ta hanyar wayar da kai da kuma sauƙaƙe hanyoyin isa ga waɗannan tsare-tsare da gwamnati ke ƙaddamarwa ta hanyar CBN.  Wannan tsari shi ake kira: “Financial Inclusion”.  – Jaridar AMINIYA, Jumma’a, 14 ga watan Afrailu, 2023.

Hanyoyin Sauƙaƙa Aiwatar da Tsarin “Cashless”

Cikin makonni huɗu da suka gabata, mai karatu ya ga makatai da tsare-tsaren da bankin CBN ya samar kuma yake kan samarwa don ƙoƙarin tabbatar da wannan tsari na “Cashless” a Najeriya.  Kamar yadda mai karatu ya gani, ba tsari ne da lokaci guda kawai aka wayi dashi ba.  Sai dai a wajen galibin mutane ‘yan Najeriya, yanzu ne suke jin sunan wannan tsari, sanadiyyar matakan gaggawa da bankin CBN ya ɗauka wajen taƙaita yawan takardun kuɗaɗe dake kaikomo a hannayenmu.  Dalilan da suka haddasa wannan doka ta gaggawa kuwa suna da alaƙa ne da halin da muke ciki na kakar zaɓe da matsalolin tsaro da muke fuskanta.

A yau za mu dubi matakan da bankin CBN ya ɗauka ne tun farkon samar da wannan tsari na “Cashless” zuwa yanzu, don sauƙaƙe tsarin aiwatarwa.  Kamar yadda na sanar a sama, ba abu bane mai sauƙi.  Waɗannan matakai dai ga su nan kamar haka:

Samar da Dokoki na Musamman

Ta la’akari da ƙarfin iko da dokar da ta samar da bankin CBN ta bai wa bankin, ya yi ƙoƙarin samar da dokoki na musamman (Policies and Guidelines) da su ne suka taimaka wajen samar da waɗancan tsare-tsare da bayanansu suka gabata. Ta waɗannan dokoki ne aka ƙayyade yawan kuɗin ake iya cira, da baiwa kamfanonin hada-hadar kuɗi lasisi, da samar da na’urar POS, da samar da tsarin Wakilcin Banki (Agent Banking), da hanyoyin aikawa da karɓan kuɗaɗe ta Intanet, da alaƙar bankuna da kamfanin NIBSS, da bai wa kamfanin Interswitch (mai lura da hada-hadar kuɗi ta na’urar ATM) lasisi, da dukkan abin da ya shafi wannan tsari na “Cashless”.  Komai da yake gudana, akwai wata doka da ta bai wa bankin CBN damar yin hakan, ko kuma ya samar da wata doka da ke ƙayyade tsarin ma’amala na hada-hadar kuɗi a ƙasar baki ɗaya.

Salo da Hanyoyin Wayar Da Kai

Kasancewar tsarin “Cashless” sabon tsari ne, tun farkon samar dashi aka fara wayar da kan jama’a a ƙasar baki ɗaya.  Sai dai salon wayar da kan ya kasu kashi-kashi ne.  Akwai wanda ya shafi kamfanonin hada-hadar kuɗi.  Nasu wayar da kan tsakaninsu ne da bankin CBN, ta hanyar wasiƙu da kuma tarurruka.  Sannan akwai hanyar wayar da kai na gama-gari, wanda bankin CBN ke aiwatarwa a kafofin sadarwa na rediyo ko talabijin ko jaridu ko ma shafukan Intanet.  Wannan yakan zo ne cikin harsuna daban-daban, musamman manyan harsunan ƙasan nan guda uku – Hausa, da Ibo, da Yarbanci.  Sai kuma ɓangare na uku mai suna: “Financial Literacy Programme”.  Wannan tsari haɗaka ne tsakanin bankin CBN da sauran hukumomin gwamnati masu alaƙa da hada-hadar kuɗi a Najeriya, musamman irin su Securities and Exchange Commission, wato: SEC, da Nigerian Deposit Insurance Corporation, wato: NDIC da dai sauransu.  Ƙarƙashin wannan tsari akan gudanar da tarurruka ne don bitar jadawali na musamman da aka samar kan hanyoyi da salon wayar da kan mutane su san tsari da kintsin yadda hada-hadar kuɗaɗe ke gudanuwa a wannan ƙasa tamu, cikin sauƙi.

A ɗaya ɓangaren kuma, an yi ta yunƙurin samar da hanyoyin shigar da ‘yan Najeriya cikin tsarin banki da hada-hadar kuɗi, ta hanyar wayar da kai da kuma sauƙaƙe hanyoyin isa ga waɗannan tsare-tsare da gwamnati ke ƙaddamarwa ta hanyar CBN.  Wannan tsari shi ake kira: “Financial Inclusion”.  Daga sadda aka ƙaddamar da tsarin “Cashless” a shekarar 2012 an samu ƙarin masu ta’ammali da tsarin banki a Najeriya tsakanin matasa.

Sauran Matakai

Bayan waɗancan matakai da bayaninsu ya gabata a sama, an samar da hanyoyin warware husuma tsakanin bankuna da masu ajiya dasu, ko kamfanonin hada-hadar kuɗi masu lasisi.  A duk sadda ka samu matsala wajen aika kuɗi; ko dai ka aika bai je ba kuma an cire maka, ko kuma ya je amma an cire maka sau biyu, alhali ɗaya ya tafi ɗayan bai tafi ba, ko kuma haka kawai kana zaune sai kaji alat an ciri kuɗi daga taskarka alhali ba da umarni da saninka, akwai hanyoyi da aka tanada don warware ire-iren waɗannan matsaloli.  Haka idan aka sace maka katin ATM, ko aka yi kutse cikin taskarka ta banki, ko kuma aka sace maka wayarka mai ɗauke da lambar da kayi rajistarta a bankinka, duk akwai hanyoyin da za ka iya neman a tsayar da katin, ko ma a rufe taskarka ta don hana ci gaban aukuwar ɓarna.

Har ya wau, bankin CBN ya ƙoƙarta wajen tabbatar da samuwar dokar kafa shaida da bayanan kafafen sadarwa na zamani – irin su Imel da saƙon Tes misali – don warware matsaloli.  Haka nan, an samar da dokar tantance masu ta’ammali da bankuna a cikin tsarin da ake kira: “Know Your Customer”, ko “KYC” a gajarce.  Sai kuma hanyoyin tabbatar da tsaro ga dukiyar jama’a da bankin CBN ya samar ga bankunan kasuwanci.  Ma’ana, kowane banki dole ne yana da inshora ɗin dukiyar jama’a da yake riƙe dashi, sannan dole ya samar da hanyoyin kariya ga dukiyoyinsu – kama daga ma’adana ta zahiri zuwa ma’adanar kafofin sadarwa mai ɗauke da bayanan masu ajiya dashi.
